Baldwin Park was once the site of zinc ore strip mine. When mining operations ceased, the city of Aurora and surrounding communities used the pits as a dump for municipal trash. The U.S. Environmental Protection Agency (EPA) and the Department received reports that, in the mid-1960s, the Hoffman-Taff Corporation disposed of TC DD-contaminated wastes at the site. Later sampling substantiated these reports. In the 1970s, the city closed the dump and installed a cap over the site, and developed the property later into a park.
Beginning in 1983, the U.S. Environmental Protection Agency began remediating the site, and working with the Missouri Department of Natural Resources and the City of Aurora to ensure that the area has been remediated, and is listed as a Class 4 Site that has been properly remediated.

Future Development Plans
In 2021-2022 the Aurora City Council and the Aurora Park Board work collaboratively to develop a Comprehensive Park Master Plan. As part of that plan, the City will be working toward continuing with the Sports Complex Plan that was first developed in the early 2000's. Baldwin Park has been an underutilized asset for the City, and completion of the development of a Sports Complex greatly enhances the City's Parks and Recreation opportunities.
